Public Advocate Bill de Blasio's report, Borough Bias: How the Bloomberg Administration Drains Outer Borough Businesses, takes a comprehensive look at fine-related data de Blasio secured through a lawsuit against City agencies. It proves what many business owners have witnessed for years: an unannounced enforcement campaign begun in 2010 has led to a dramatic increase in inspections and nuisance fines on small businesses. This spike in inspections, fines and violations coincides with failing City revenues as a result of the Great Recession.
